    Yes.

    The acceleration of the rod tip should come close to that of the haul hand for a sort of, "mirror image".

    The STOP of the line hand is not as important as the timing of the RELEASE of the line, as Steve points out.   (You can effectively release the line without even having a line hand stop.)

    Remember that the tip is moving fastest between the time of the hand stop and the RSP.

     OK Would the tip not be moving the fastest at recovery. The the haul would move the fastest at the end of the haul or the flip at the end of the haul. just like Steve said and Bill Gammel shows.
    The first part of the haul is slower than the ending of the haul just as the rod tip is slow to fast to VERY fast.
