After
watching several instructional videos showing a “reach cast” it might be safe to
argue that the reach really is occurring after RSP, maybe it’s happening just as
RSP occurs, but certainly not before. We teach this cast as an
upright delivery of the loop and just as it is formed and on its way to the
target we add reach, which would have to occur after RSP. Might better call the
cast a Reach Mend Cast. I think we’re pushing it to say that the mend is
occurring before RSP on this one.

As Phil Gay pointed out a while back, he uses this cast every day. He makes the side-sweep PRIOR to the stop. Doing it that way, he is making a true REACH CAST. While fishing, many expert anglers do it this way.
Many casters/anglers do it another way. They make the forward cast, then AFTER THE STOP AND LOOP FORMATION at RSP, they make the sweep to the side, either slipping line as they do this or casting to a point beyond their intended target and allowing the fly to be pulled back to it as the mend is executed. Since they are doing this move after the cast, they are performing a REACH MEND.
What is confusing to some is that this is often done as a true MEND yet called a "CAST".
