 Joe and I were casting last year at the Livingston Conclave. He show me this cast as a SideArm cast that send the loop just at water level. I have used it to cast into the wind and under docks.

 It was from a side arm with a Wrist rotation to form the speed up and stop.

First time I saw him do it, it was with an off vertical rod plane.  His final article, you can see, shows him doing it with an, "off horizontal" rod plane.

 

I played with that, today and found that it really does work better for me to do it that way.  Sort of like, "skipping stones" over the water surface when we were kids....the more horizontal the throw, the better it worked !
