Although I do not have the experience of Joe or Gordy, I have tested many candidates and see much improvement with my own techniques. Having observed and assisted lead examiners of note made the growth curve much shorter. I agree that there should be a protocol set for this situation, and it should be addressed soon. I believe we should require new MCI to observe and assist before they take the lead and even then they should be leading a test assisted by an experienced examiner.
However the situation is solved, it should be noted that the rate of growth of the CICP demands the best possible work we can do. My opinion is that Continuing Education could take the lead on this, especially with the advice of both testing committees.

With all the discussion about testing and examining, I was wondering if a CI, thinking about the journey to MCI, is permitted to observe a MCI test? Paul Rose CI ?

I can't quote you anything in writing on that from the testing protocols or elsewhere.
This has occurred, however, whether or not "sanctioned". In these 2 instances of which I am aware, the CCI functioned as an observer with the permission of the lead examiner and the MCI candidate who was being tested.

In past years it was often done that way, particularly back when Master's who were not BOG's did not join MCI exam teams. Two Masters could examine a CCI candidate, but I don't recall any restriction based on lack of additional qualification including observing tests before being an examiner.
My own opinion is that when the candidate takes an MCI exam, he/she is "on the other side of the fence". While that does help with the learning of the exam process, it is very different than being an observer on the testing side of that fence. Many Master candidates are mentally consumed with their own performance as they take the test. They are, understandably, not concerned with learning the fine points of examination which I think are so important.
