Hi Gordy,
Note that most casters find it more difficult to mend “inside” than “outside” their body.
When the “new” MCI test was published I went down to the river and ran through the tests and Task 4 was one that I queried with Dusty and Bruce Richards. Here is the correspondence trail: The first comments are mine, the +++++ comments I think are Dusty’s. BWR is Bruce.
Task 4 – This is a very good test of line control! Hauling is not
allowed but is shooting line allowed? Picking up 55ft of line from
water is not especially easy for some and I would be inclined to
allow line to be retrieved and then shot. (Note that 55ft is also
the distance we require for double hauling.) I would add another
term below “Undefined mend” (e.g. could be roughly in the right place
but the mend may be ill pronounced. Also how much deviation from a
straight line constitutes an acceptable mend? (I would say 3ft or
more).
+++++++++ +++++++++First, there is no restriction on shooting
line or retrieving...candidate can do both. On the size of the mend
or bow in the line.....judgement call by you....just looking for good line control
.....placement of the mend along the line at the
different distances.....I would accept a bow with a depth or
amplitude of a couple of feet or more.++++++++++
BWR - Yes, line can be stripped in and then worked out to 55 ft. I see
no need for shooting on this task though, any Master should be able
to carry 55 ft. And the 55 ft. is the distance from the caster to
the fly, we should clarify that....
I have attached a sketch of the task. Note the comment above that the mend is a “judgement call”. I sketched my judgement call at 2ft or more.

In the proposed revision we shortened casting distance to 50 feet; specified the loop sizes to be 3 to 4 feet in height; still no hauling, which to our committee means line hand may hold line; and specified mend lengths and depths.

[GH] Thanks, Dusty. That gives us insight into the intent of the Committee.
We are, however, dealing with interpretation of the wording for task 4 on the current test and will need to do so until the new exam is launched.
